Administrative Driver’s License Revocation Office (ADLRO)

The Administrative Driver’s License Revocation Office (ADLRO) is responsible for:

  • Conducting reviews and hearings related to the administrative revocation of driving privileges of respondents arrested in violation of HRS §291E-61 or §291E-61.5 for operating a vehicle while under the influence of an intoxicant.
  • Issuing review and hearing decisions, and determining the period of revocation to be imposed, and related matters.
  • Issuing ignition interlock permits and employee driver’s permits to eligible respondents whose driver’s licenses have been revoked.
  • Maintaining a record of all reviews, hearings, and decisions, and making such data available to related agencies.

Respondents/Attorneys Can Now File Documents with the ADLRO via E-Mail

Effective May 16, 2016, respondents and their attorneys may file documents with the Administrative Driver’s License Revocation Office (ADLRO) by e‑mailing the documents to: respondents.ADLRO@courts.hawaii.gov.  This is a cloud-based e-mail address that transmits to ADLRO through the normal Judiciary e-mail service. All documents should be sent to the ADLRO as an e-mail attachment in one of the following file formats: PDF, JPG, JPEG or PNG.  Any encryption and/or additional security desired by the sender is the sender’s responsibility.  Normal PDF files can be sent encrypted with separate passwords to open the file, if desired by the sender.

Documents transmitted via e-mail will be printed and date/time-stamped by ADLRO staff.  The official date/time of receipt/filing is the date/time stamped on the document, and not the date/time of e‑mail transmission.  Documents received by ADLRO on weekdays after 4:30 p.m., on weekends, or on state holidays, will be date/time-stamped the next ADLRO regular business day.  The ADLRO e‑mail box does not generate and transmit an automatic return receipt to the sender when a document is received.

Filing by e‑mail may be used in lieu of, or in addition to, filing by fax (808-534-6888) or conventional mail, or in person at the ADLRO office.

The e-mail box is intended to be used only for the transmission of documents to ADLRO and should not be used to communicate other information or to make inquiries; ADLRO will not respond to the e‑mails.  Please continue to call, write, or visit the ADLRO if you have any questions or concerns.

NOTICE: The following subsections of the Hawaii Revised Statutes (“HRS”) were amended pursuant to Act 40 of the Session Laws of Hawaii, Regular Session of 2015 and will take effect on January 1, 2016. All persons holding an Ignition Interlock Permit as of January 1, 2016 may be affected by these amendments. Please consult with legal counsel if you have any questions. The ADLRO does not provide legal advice.

1. HRS §286-118.5 (c) states: “A holder of a valid ignition interlock permit may take any tests necessary to apply for relicensing no sooner than thirty days prior to expiration of the revocation period; provided that the driver’s license shall not be issued until the completion of the revocation period.”

2. HRS §291E-62 (a) (4) states: “No person whose license and privilege to operate a vehicle have been revoked, suspended or otherwise restricted pursuant to this section or to part III or section 291E-61 or 291E-61.5, or to part VII or part XIV of chapter 286 or section 200-81, 291-4, 291-4.4, 291-4.5, or 291-7 as those provisions were in effect on December 31, 2001, shall operate or assume actual physical control of any vehicle…[w]ith an ignition interlock permit unless the person has the ignition interlock permit and a valid State of Hawaii identification card in the person’s immediate possession.”
